      (1859–1941), emperor of Germany 1888–1918; grandson of Wilhelm I and of Queen Victoria; known as Kaiser Wilhelm. After forcing Bismarck to resign in 1890, he proved unable to exercise a strong or consistent influence over German policies. Vilified by Allied propaganda as the instigator of World War I, he abdicated and went into exile in 1918.
